As I said, for Great Houses you can send your vassal's men to war, and if a vassal should lose their men, the dead will be replaced every time after each year. If I allow each Great House to do that and set their limit to the Faction's limit, Westeros will be crowded with soldiers and corpses. You cannot use your gold to buy troops for your vassals. In the Statistic, you only need to insert your House's number of troops. Yes, the player of House Tyrell can control its non-taken vassals and also their armies, which are already stated in the OP. This is only for an example: House Tyrell can only have 50,000 men in their army, and 50,000 only.
